Gary Groves is Executive Director of the Stronger Communities Investment Unit, delivering the NSW Government’s landmark Their Futures Matter reform to improve outcomes for children, young people and families experiencing vulnerabilities.
Appointed in January 2018, Gary is leading the implementation of a multi-agency, coordinated service system to deliver evidence-based, wraparound supports via a whole-of-government investment approach.
Over his illustrious twenty-five year career in the public service, Gary has held a number of senior executive roles within the Department of Family and Community Services (FACS) and NSW Police. He has extensive experience in public administration and has delivered results in a number of areas of human services.
Gary is adept in organisation reform, change and cultural shift through leadership, collaboration and capability development.
Director, Investment Modelling, Research and Evaluation
Paula Cheng is a seasoned public sector leader, with extensive experience in using data to drive change and improve services at both the State and Commonwealth levels. Before joining the Stronger Communities Investment Unit, Paula led a directorate in conducting privacy assessments as a proactive regulatory function to ensure government agencies, businesses and organisations are managing, handling and using personal information in accordance with the Australian Privacy Principles.
Paula has extensive experience in research and evaluation. She successfully led a team to deliver Australia’s largest peer-review programs on surgical and anaesthetic mortality within a complex and demanding healthcare system across NSW. She received a scholarship from the Health Alliance Research Collaborative Scholarship and completed a study on best practices in managing surgical and anaesthetic mortality audits.
Paula was part of a specialist team which developed the NSW road safety strategy, Road Safety 2010. She also managed an interim review of Road Safety 2010 to identify road safety initiatives that delivered the biggest returns and to forecast road safety outcomes.
Director, Commissioning and Partnerships
David is responsible for the role out of a suite of Preservation and Restoration models across NSW. David is a healthcare executive who has led clinical and professional teams, and developed services in the public and not-for-profit sectors to improve health outcomes.
David has extensive experience in strategic healthcare planning in response to population health needs and has developed and led outcomes-based commissioning within the United Kingdom and Australian health systems, most recently as the General Manager for Commissioning and Partnerships at Sydney North Primary Health Network.
Director, System Transformation
Silvia leads a key initiative of Their Futures Matter which aims to deliver an evidence based, multi-agency system that connects children and families with supports that address their needs and help them achieve their goals.
Silvia is well known for her time in FACS Operations in South West Sydney (SWS) District in various roles including Director Community Services and Manager Client Services. She successfully implemented the first SWS District Quality Assurance program and played a pivotal role in the District achieving accreditation standards set by the NSW Office of the Children’s Guardian. Silvia joined the Hunter District in November 2017 as Director Operations where she worked closely with the executive team through some challenging periods. Together they led significant reform and aligned resources and staff to ensure quality, responsive service provision whilst having a clear focus on quality practice intervention and relationships to achieve better outcomes for children, young people and their families.
